Scott Brian Clark is a partner and senior member of the Firm’s Tax department, where he focuses on state and local tax planning, audits, appeals and litigation. He also chairs the Firm’s national multi-state Tax practice. With more than 25 years of tax and legal experience, Scott is well-versed in the intricacies of state tax planning, audits, tax litigation and legislation. He has handled a wide variety of cases and issues for both significant individuals and corporations in most of the states throughout the country.
For many years, Scott has been integrally involved with cutting-edge state tax issues. He served as an initial drafter of the early white papers on the taxation of e-commerce, technology and communications, and was involved in the formation and activities of the Congressional Advisory Commission on Electronic Commerce, as well as similar previous efforts at the National Tax Association and various commissions and industry groups at the state level, particularly in New York, Texas, California and Connecticut. During that time, he has also worked extensively with the Multistate Tax Commission and the Federation of Tax Administrators in Washington, DC, to resolve substantial national tax issues.
Professionally, Scott has served as board member, officer or chair of numerous key tax, legal and business organizations throughout the country.
