Mark rejoined the USPTO as Advisor to the Under Secretary and Director and later as Senior Counsel, China in 2012. At the USPTO he leads a team of twenty people in Washington, DC and China. Mark has worked extensively on realigning public or corporate resources to meet the demands of China’s intellectual property environment. He was the first IPRAttaché posted by the USPTO to handle IPR issues in a foreign country. In total, he has over 30 years private, public sector, in-house, and academic experience in China and transition economies, with a focus on technology trade and monetizing intellectual property. Mark has numerous publications and also continues to teach as an adjunct Professor at Fordham Law School, and as a Guest Professor at Renmin University, China. He holds a J.D. degree from Columbia University, an M.A. from the University of Wisconsin, and a B.A. from the State University of New York at Albany. Mark is admitted to the District of Columbia Bar.
